DFARS Proposal Addresses Material Inspection & Receiving Reports


A rule issued by the Department of Defense proposes to update the Defense Federal Acquisition Regulation Supplement. The rule would amend DFARS Appendix F, Material Inspection and Receiving Report, to incorporate procedures for using the electronic Wide Area Workflow Receiving Report required for use in most contracts in lieu of the DD Form 250, Material Inspection and Receiving Report, which is now used mostly on an exception basis. The rule follows an August 14, 2008, DoD Inspector General Report entitled "Accuracy of Mechanization of Administration Services Accounts Payable Information" recommending DFARS Appendix F address the deployment of WAWF, Item Unique Identification, and Radio Frequency Identification. The proposed rule provides new coverage on the use, preparation, and distribution of the electronic WAWF receiving report, which is the primary method for documenting acceptance and distribution of shipments. WAWF capability to provide IUID and RFID is also addressed. Also, the proposed changes relocate and renumber existing coverage on the use, preparation, and distribution of DD Form 250, Material Inspection and Receiving Report, and DD Form 250-1, Tanker/Barge Material Inspection and Receiving Report. In connection with the rule, DoD has proposed conforming changes to the DFARS companion resource, Procedures, Guidance, and Information, at PGI F, Part 7.
