DFARS Rule Adds Subcontracting Reporting Requirement



An interim rule issued by the Department of Defense conforms the Defense Acquisition Regulation Supplement to the Federal Acquisition Regulation by providing DoD-specific policy and procedures related to the Electronic Subcontracting Reporting System. A final rule (FAR Case 2005-040) issued with Federal Acquisition Circular 2005-42 revised the FAR to reflect use of the eSRS, rather than Standard Form 294 --Subcontract Report for Individual Contracts, and Standard Form 295 --Summary Subcontract Report, for submission of small business subcontract reports. Accordingly, the interim rule amends the provision at DFARS 219.708 to prescribe use of revised DFARS 252.219-7003, Small business subcontracting plan (DoD contracts), and newly added DFARS 252.219-7004, Small business subcontracting plan (test program). The rule also amends DFARS Appendix I, Policy and Procedures for the DoD Pilot Mentor-Protege Program, and makes a technical amendment to DFARS 252.212-7001. The effective date of the interim rule is October 25, 2010. Comments, identified by DFARS Case 2009-D002, are due by December 27, 2010.
